All Roads Permanent Supportive Housing

In 2006, in collaboration with Boulder Housing Partners, All Roads launched its first housing program based on the principals of Housing First – a new approach to addressing chronic homelessness in Boulder County. This program targets severely disabled, chronically homeless individuals. These individuals are those who lives have been defined by misfortune and tend to have high incidences of mental illness, addictions, and/or physical disabilities.
The Permanent Supportive Housing program provides stable housing, with on-going intensive case management, for these individuals. Studies in Boulder show the remarkable effectiveness of Permanent Supportive Housing. It reliably ends homeless for those with the worst luck and facing the greatest risks as well as mitigates the tragic impacts that homelessness has on an individual and the significant impacts that homelessness has on the community. The Boulder Municipal Court reports that municipal charges reduce by 90%, and the local Emergency Room reports an 80% reduction in utilization once an individual is housed. And once an individual is housed, they rarely return to homelessness. Around 90% of the folks who enter our program never return to homelessness.
Permanent Supportive Housing has also been shown to save money. The cost to house and support a chronically homeless disabled adult is approximately $20,000, but the average cost to the community for that individual to remain on the street is almost $60,000.
Finally, studies show that over 90% of unsheltered adults want to be housed. So what works the best and saves money is also what our homeless community wants the most. That in a nutshell is why All Roads is so focused on housing and creating more avenues to Permanent Supportive Housing. By the end of 2025, All Roads will support nearly 300 of our community’s most at risk, most unlucky individuals in their homes.
